Well, 13-15 are certainly not "norm...11-15...<br /><br />Well, 13-15 are certainly not "normal political process", right? And I'd say that 12 isn't either; it's pretty much the result of a constitutional crisis brought on by poor construction. <br /><br />And I'll admit I know absolutely nothing about the 11th amendment.
