I'm going to weigh in on the side of the people who can't figure out what Olympia Snowe is talking about. If various reports have it right, she's:
In favor of a spending less overall, but also in favor of spending more on particular items without having any particular areas she wants to spend less on.
I can't find the links right now, but I'm pretty sure she's against pretty much all the funding mechanisms that people talk about -- but also insistent on budget neutrality.
And she's the biggest fan of the "trigger" compromise for the public option, which I think is a reasonable political solution for passing the thing, but is apparently a lousy policy choice.
Readers will notice that I tend to be a defender of Congress and its Members. I'm not getting a warm feeling, though, about having Senator Snowe dictating the shape of the health care bill. If anyone has evidence for her policy expertise, I'd be very happy to see it just about now.
