Stan Collender starts the day by asking whether Members of Congress will believe they have to vote against a debt ceiling increase at least once before they get around to passing it.
Bingo! Right on cue, we get the House leadership floating a plan to bring up a "clean" debt limit increase. So that Members of Congress can vote against it at least once before they get around to passing it.
