Cats and Dogs

Have you all taken a look at Taegan Goddard's Political Dictionary yet?  It's good stuff.  Here's one I didn't know:
 

Cats and dogs are are leftover “stray” bills on minor subjects saved for days when the House or Senate have light floor schedules.
As I said, I did not know that.  I guess I wish that he'd include a bit more -- a citation, or the history of the term, or both.  Still, I'm one up on where I was before I looked at it, so I have nothing to complain about.  Excellent new resource.

    "Cats and dogs" can also refer to minor differences that needed to be compromised in committee or conference, or to trivial spending amounts in appropriations bills, or both. Examples:

    1) How close are we with the Senate on the bill? Two big issues, and them some cats and dogs to take care of.

    2) We were 8 billion apart yesterday, where do we stand now? We cleared up all the major stuff, just some cats and dogs in DHS to settle.
